NEW RULES?
For Ottawa Citizen, May 1999.
The mess that Canada and its NATO allies have created for themselves in Yugoslavia does not do credit to our political leaders. We deserve better than to suddenly find our-selves at war with Yugoslavia for reasons that are beyond the understanding of most Canadians.

Despite what we are told by Art Eggleton, our Minister of National Defense, massive bombing raids can never serve humanitarian objectives. Any sensible person could have predicted that by attacking Yugoslavia we would only exacerbate the refugee situation in Kosovo. Let us not forget that before Yugoslavia was presented with the NATO ultimation at Rambouillet an ultimatum that no sovereign state would have accepted international observers and aid agencies were on the ground in Kosovo.

It was only after the threat of NATO bombing that they were forced to leave. What did NATO expect would happen in Kosovo when the bombs began to fall? By entering the war on the side of the KLA rebels, NATO exposed the Albanian population in Kosovo to both Serbian retribution and NATO bombing. We are told that NATO has led us to war to maintain its credibility but most Canadians believe NATO was established to keep us out of war, not to wage aggressive war against another sovereign state.

Do our political leaders seriously believe NATO credibility is worth killing thousands of Albanians and Serbs? Does NATO credibility depend on its display of destructive fire power in destroying Yugoslavia? If so we deserve better from our political leaders.

In 1956, Britain and France bombed and invaded Egypt in response to President Nasser's seizure of the Suez Canal. The invasion was halted in two days as a result of United Nations condemnation. Canada's Lester Pearson played a key role in resolving this dispute and won the Nobel Peace prize for his efforts. Today, our Foreign Affairs Minister, Lloyd Axworthy, tells us the United Nations is ineffective and cautions us that we are living in an age when traditional concepts and definitions to not apply. God help us if the new rules he is suggesting are those being followed by NATO today in Yugoslavia!
